Everything is growing in my garden besides green onions. What gives?

So everything is growing well in my garden for the most part besides green onions.

I bought starters from a local shop and they have been the same size for a month now.

It’s not like they are dying. They look completely healthy, just not growing.

I have given fish emulsion to them and still no growth.

Any ideas?
